Multilayer metal base boards can be achieved 2 ways. You can use thin core fiberglass materials and laminate to an AL base. This is very low cost but also VERY low thermal performance.

There is a thermally conductive materaial designed to do multilayer with metal base. Very good thermal performance, a bit more expensive.
